WHY IT COUNTERS PHOENIX
Breaks Supernova
Berserker's Blood keeps Huskar strong at low health, so he can easily face down a Supernova.
Chases his Icarus Dive
Icarus Dive is not an easy escape from Huskar, since a well-timed Life Break lets him chase Phoenix during it.
Cancels the dive
Inner Fire can also cancel Phoenix's Icarus Dive.
2 Bloodseeker Carry · Disabler · Nuker

WHY IT COUNTERS PHOENIX
Long silence
Blood Rite can be dodged, but if it lands, its long silence and pure damage severely punish a slow or careless Phoenix.
Turns Icarus Dive deadly
Rupture turns Icarus Dive into a suicide option and cannot be dispelled, so even after a Supernova, diving can cut Phoenix's health back down.
Thirst finds him
Phoenix spends his own health on spells, so careless casting puts him in Thirst's vision and makes him a tempting gank target.
3 Juggernaut Carry · Pusher · Escape

WHY IT COUNTERS PHOENIX
Purges his spells
Blade Fury purges Phoenix's spells off Juggernaut and protects him while he stays close enough to hit a Supernova.
Sustains through his poke
Healing Ward lets Juggernaut sustain through Phoenix's poke in lane.
Itemization
Juggernaut is also a usual Manta Style carrier offering him another way to dispel Phoenix's debuffs.
