WHY IT COUNTERS OUTWORLD DEVOURER
Punishes high intelligence
Outworld Devourer's high intelligence makes him an ideal target for Mind Flare.
Reflects his burst
A well-timed Spiked Carapace returns the damage of Sanity's Eclipse, and even a reflected Arcane Orb hurts and sets up Nyx Assassin's follow-up.
Beats Astral Imprisonment
Cast while imprisoned, Spiked Carapace reflects the damage of Astral Imprisonment back at Outworld Devourer as Nyx Assassin comes out.

WHY IT COUNTERS OUTWORLD DEVOURER
Extra bodies to deal with
Outworld Devourer's damage is mostly single target, so Lycan's wolves absorb attention and reduce the value of Arcane Orb and Sanity's Eclipse.
Runs him down
Shapeshift gives Lycan huge movement speed and critical strikes, so he easily catches the immobile Outworld Devourer and survives his kiting.
Split-pushes him apart
Lycan and his wolves deal constant physical damage and take towers fast, and Outworld Devourer struggles to clear the wolves or defend while farming.

WHY IT COUNTERS OUTWORLD DEVOURER
Refraction blocks his damage
Well-timed Refraction blocks most of the damage from Arcane Orb and Sanity's Eclipse, and Outworld Devourer has a hard time getting through it.
Easy kill when trapped
With Astral Imprisonment on cooldown, an Outworld Devourer slowed by Psionic Trap is an easy kill for Templar Assassin, especially in lane.
